Belgium vignette 2027: what has changed?

As checked on 11 October 2026, the Belgian road vignette remains a proposal. The announced start is 1 May 2027, with advance sales planned from 1 March 2027. The Flemish tax authority explicitly makes its information conditional on final parliamentary approval. This proposed vignette is not an obligation already in force.

Latest official developments

• 10 September 2026: Wallonia adopted its texts in first reading and approved the draft cooperation agreement for a common system with Flanders and Brussels; the announcement was published on 11 September. Walloon Government.
• 18 September 2026: after receiving advisory opinions, the Flemish Government again approved its preliminary draft in principle and referred it to the Council of State. This was not final parliamentary adoption. Flemish Government.
• 6 October 2026: the Flemish parliamentary debate addressed border-area exemptions and the link with vehicle-tax reform. Minister Ben Weyts opposed a geographical exemption and described compensation at an aggregate level, rather than for each individual driver. Official parliamentary record.

Proposed prices and durations

The Flemish tax authority publishes the following proposed tariff schedule. It matches the annual amounts and short-period percentages announced by Wallonia. The ~ marker indicates provisional status; the figures are not final sales prices.

The 1-day, 10-day, 1-month and 2-month amounts respectively represent 9%, 12%, 19% and 30% of the annual tariff. Zero-emission vehicles have their own tariff; they are not automatically exempt.

Which vehicles and roads are covered?

Vehicles, foreign drivers and exemptions

The Flemish proposal covers motor vehicles with at least four wheels and a technically permissible maximum laden mass of no more than 3.5 t: cars, vans and qualifying motorhomes. It includes Belgian and foreign registrations, even for occasional transit. The criterion is the vehicle's authorised technical maximum, not its weight on the day of travel.

Wallonia's announcement excludes motorcycles, tractors and coaches and proposes targeted exemptions for certain public-service and medical vehicles and some people with disabilities. Eligibility conditions still need checking against the final rules; do not assume that a disability card alone grants an exemption.

Motorways, regional roads and local roads

The planned common registration would cover the relevant networks in all three Regions. The Flemish guidance covers motorways and regional roads, while travel exclusively on local roads would not require the vignette. Leaving a motorway does not automatically take you off the regional network: check the road's status and the final coverage map.

Purchase and validity: what is announced?

The planned vignette is digital and linked to the number plate, without a windscreen sticker. The Flemish authority announces online sales through the official website or an authorised partner from 1 March 2027, ahead of the planned obligation on 1 May 2027. These dates remain subject to final approval; the information page is not a sales portal.

The 18 September Flemish draft, article 11 describes the 1-day product as 24 hours from purchase or the selected start time, rather than a calendar day ending at midnight. This is a proposed validity rule. Check the final activation, correction, refund and enforcement procedures before travel; rules from other countries cannot be assumed to apply.

Border travel and tax compensation

In the 6 October debate, Weyts rejected a geographical exemption for border areas and discussed making purchase easier near the border. This ministerial position does not establish a final exemption regime. A border crossing, short shopping trip or transit journey should not be treated as automatically exempt.

The same debate distinguishes overall fiscal neutrality from an individual refund: a vehicle-tax reform does not guarantee that every Belgian resident will recover the exact vignette cost. Check the rules of the Region where the vehicle is registered. Foreign drivers should not budget for an unconfirmed Belgian tax offset.

Before travelling to Belgium

Keep separate checks for Brussels LEZ access and foreign-vehicle registration, the Liefkenshoek Tunnel toll and, where applicable, the Viapass goods-vehicle kilometre charge. The proposed light-vehicle vignette should not be treated as clearance for these other requirements.

Are historic vehicles automatically exempt? A Walloon parliamentary question dated 2 October 2026 asks about vehicles with an O plate. The record checked on 11 October contains the question, but no ministerial answer. An exemption cannot be inferred from the question itself.
